About Government Grants at the Federal Government Level

There are several types of Federal government grants. These categories of grant programs all operate differently and have their own methods of operating and awarding grant money. These include:

1) Project Grants

Project Grants are the most common form of federal government grants. They are awarded competitively and many can be found in broad areas that include technology development, scientific research, the arts, healthcare, social services, and education. An example of a project grant is the Federal Pell Grant Program.

2) Formula Grants

Formula Grants disperse funds as dictated by US law. Examples of Formula Grants include the Job Training Partnership Act and the Work Incentive Program. Formula grants are categorized as either Block Grants or Categorical Grants. Block Grants combine categorical grants under one single program. Block grants allow for freedom in using grant money than do categorical grants. Examples of Block Grant Programs include the Alcohol, Drug Abuse, and Mental Health Services Block Grant and the Community Development Block Grants. Categorical Grants allow grant money to be spent within very narrow, well-defined guidelines and often recipients must match a portion of the grant funds awarded.

3) Earmark Grants

Earmark Grants are not competitively awarded, but instead are awarded based on appropriations of the US Congress. It is for this reason this grant category has become controversial in recent times, as intense political lobbying is involved in the awarding of these grants to recipients. The Congressional Research Service found earmarks grants totaling $64 billion in fiscal year 2006. That's up from $19.5 billion in fiscal year 1996.
